The July 1 deadline for the Canada-U.S.-Mexico Agreement (CUSMA) joint review has officially passed. As anticipated, the U.S. administration opted not to commit to a sweeping 16-year extension. Instead, the trade pact has entered a new phase of annual reviews that could last up to a decade.
For Hamilton’s highly integrated manufacturing, automotive, and steel sectors, the key takeaway is that CUSMA has not been terminated. The agreement remains in place, but businesses must now operate in a climate of continuous negotiation. Current U.S. priorities heavily emphasize stricter labour enforcement, tighter regional content rules for automotive and steel sectors, and heightened scrutiny of rules of origin to prevent transshipped goods from entering the North American supply chain. Local firms must prepare for increased customs scrutiny and tighter origin verification at the border.
To shield the domestic market from global excess capacity and the diversion of unfairly traded goods, the Department of Finance announced in June 2026 that Canada is extending its critical steel and aluminum tariff measures for another year.
Effective through late June 2027, Canada’s tariff-rate quota (TRQ) regime will continue to impose a 50% tariff on steel imports from non-CUSMA countries that exceed established volume limits. Crucially for cross-border operations, the United States and Mexico remain exempt from these specific quotas. For Hamilton’s industrial core, this extension provides much-needed short-term market predictability, ensuring that foreign dumping does not undercut domestic producers while broader North American trade rules are being debated.
The federal government is also maintaining temporary tariff relief for eligible steel and aluminum inputs imported from the U.S. that are critical to Canadian aerospace, automotive, and public health manufacturing.
While cross-border trade remains a central focus, domestic policy is stepping in to support local heavy industry. The recently implemented federal Buy Canadian Policy requires the use of Canadian steel and aluminum in major federal procurement projects. This mandate provides a significant, guaranteed domestic demand pipeline for Hamilton’s producers, partially offsetting the risks associated with U.S. trade friction.
