Home News & Resources Invest in Hamilton January 2026 Newsletter
Welcome to the first Invest in Hamilton Newsletter of 2026, the official newsletter of the Hamilton Economic Development Office.
After a well-deserved rest over the holidays, the Economic Development team jumped into 2026 without missing a beat. The new year kicked off with the launch of our annual Hamilton Business Survey and meetings with our community partners to build out investment and community development events in the year ahead.
The ever-evolving state of international trade continues to present challenges and opportunities for Hamilton. Staff are monitoring the situation for policy decisions that may have an impact on local businesses. When and where those impacts are felt, it is my hope that you will connect with members of my team so we can continue to be your business partners in the days ahead.
Despite the ongoing challenges of the last few years, I am also proud to report that Economic Development has achieved Stretch Targets #1 and #2 from the 2021-2025 Economic Development Action Plan. Stretch Target #1 called for adding seven million square feet of new industrial and commercial space to Hamilton. The combined efforts of City staff and Hamilton’s investment community saw permits issued for approximately 7,731,631 square feet of new industrial and commercial space. This space had an estimated building permit value of $2,555,802,654, and thus exceeded the $2.5 billion value identified in Stretch Target #2. These figures demonstrate the grit and determination at the core of every person who has helped build Hamilton over the last five years.
Building on this momentum, staff are now preparing the 2026-2030 Economic Development Action Plan. As is our standard practice, we are building consultation with both businesses and residents into the backbone of this strategy. For those individuals interested in sharing their voice, I invite you to complete the web questionnaire available through this link.
As is always the case, my team is available to help you navigate the ever-changing nature of the times. Please feel free to connect with any of us through our staff contact page.
Norm Schleehahn, Director, Economic Development

January's Trade and Tariff Update
The international trade and tariff situation continues to evolve.
On January 17, 2025, the Government of Canada and the People’s Republic of China announced a new trade agreement. China, Canada’s second-largest trading partner, with bilateral merchandise totalling $130.9 billion in 2024, is expected to lower tariffs on Canadian canola seed to a combined rate of 15% by March 1, 2026. The current tariff rate stands at 84%.
The Government of Canada further expects that Canadian canola meal, lobsters, peas, and crabs will not be subject to anti-discrimination tariffs from March 1, 2026, to the end of 2026. The government expects additional changes in the coming months, including the resumption of trade in Canadian beef, pet food, animal genetics and other products.
Drew Spoelstra, President of the Ontario Federation of Agriculture, hailed the deal as “welcome progress for farmers who have been dealing with trade challenges on a number of fronts…”.
With respect to steel and aluminum products, the Government of Canada will extend previous tariff remission measures for certain Chinese products that cover 66 product-specific tariff remissions and 13 steel, aluminum, and steel derivative products. Global Affairs Canada notes that these tariff remissions are on products that are either in low supply in Canada or are not made in Canada at all.
Canada will also extend an initial country-specific quota of 49,000 electric vehicles per year at a tariff rate of 6.1%. This figure is a near return to the volumes of EV imports that Canada received from China before the recent introduction of EV tariffs.
Local businesses seeking support for tariff impacts can review current provincial and federal programs in our Trade and Tariff hub.
Housing Development Opportunities on Municipal Land
Hamilton is opening new doors for builders, developers, and housing partners with surplus municipal land now being prepared for development. The City is actively assessing its real estate portfolio to identify sites ideal for new housing, supporting its priority to grow safe, thriving neighbourhoods and increase affordable housing supply.
To make projects more viable, Hamilton is completing pre‑development work and offering some surplus parcels at below‑market or nominal rates, helping non‑profit and affordable housing providers bring new homes to life.
This initiative is backed by major Council‑endorsed plans — including the Urban Hamilton Official Plan, the Economic Development Action Plan, and the Housing Sustainability & Investment Roadmap — and builds on work dating back to 2017, when the City first declared 19 properties surplus for housing. Ongoing reviews continue to add new development-ready sites across the city.
Hamilton is ready for partners.
Complete the Hamilton Business Survey
January is business survey season for Economic Development and our partners at Workforce Planning Hamilton.
The Hamilton Business Survey collects insights from employers of all sizes across Hamilton. This is an opportunity for Hamilton’s business community, including not-for-profit businesses, to share their outlook for the year ahead. This made-in-Hamilton tool collects insights on labour force needs, tariff impacts, and economic conditions that are not otherwise collected at the local level by Statistics Canada.
Every business that participates in the survey helps to shape strategies for growth and talent retention, while also providing intelligence that informs Hamilton’s inter-governmental advocacy efforts.
The survey is designed to be anonymous, requiring no more than fifteen minutes to complete. Any questions about the survey can be directed to Adam Durrant, Senior Business Development Consultant, in the City of Hamilton’s Economic Development Office.
Hamilton Immigration Partnership Council's New Senior Project Manager
It is a pleasure to share the news that Mohammad Araf (Araf) has stepped into a new role as HIPC’s Senior Project Manager. With more than 12 years of experience in immigration, community partnerships, and community-based research, Araf brings expertise and a strong commitment to newcomer inclusion to this role.
Having served as HIPC’s Program Officer for the last five years, Araf was instrumental in advancing HIPC’s collective impact and evaluation work, as well as supporting initiatives such as Newcomer Day and centring newcomer voices through projects like the Immigrant Voices: Hamilton Immigrant Survey.
Reflecting on his new role, Araf shared, “It’s a huge honour to step into this new role at HIPC and continue working alongside my colleagues and our community partners. In the face of difficult economic times and shifting public attitudes towards immigration, our work together is more important than ever.”
