Hamilton is strengthening its role as a national inland logistics hub following new approval from the Canada Border Services Agency (CBSA) that unlocks rail-enabled container capacity at the Port of Hamilton.
The approval in principle allows international shipping containers to move directly by rail into Hamilton from Canada’s major ports—expanding Southern Ontario’s supply chain capacity, reducing highway congestion, and positioning Hamilton as a strategic inland gateway for global trade.
Once operational, the inland rail terminal will unlock new capacity within Canada’s freight network by keeping containers on rail longer and routing them more efficiently into the region’s industrial heartland.
This development positions Hamilton as a strategic inland logistics hub, aligned with federal priorities outlined in Budget 2025 to strengthen trade corridors, diversify supply chains, and reduce pressure on primary coastal gateways.
The approval enables the Hamilton Container Terminal to receive international containerized cargo directly at the Port of Hamilton, streamlining supply chains for manufacturers, distributors, and exporters across southern Ontario.
Just as importantly, the facility will also provide new export capacity, offering Hamilton‑area businesses a cost‑effective and competitive route to global markets.
The new inland rail terminal is located at Pier 18 and builds on years of coordinated planning and investment by both the Hamilton‑Oshawa Port Authority (HOPA Ports) and Hamilton Container Terminal.
HOPA Ports has invested heavily in port lands and rail infrastructure to support efficient inland operations, while HCT has contributed more than $50 million toward land acquisition and site enablement. With CBSA’s approval in principle now in place, this purpose‑built infrastructure can be fully activated.
“This milestone reflects the Government of Canada’s focus on strengthening trade corridors, easing congestion at primary gateways, and improving the flow of goods through strategic inland infrastructure,” said Ian Hamilton, President & CEO of HOPA Ports. “These priorities were reinforced in Budget 2025 and are central to Canada’s broader trade diversification agenda.”
From a logistics perspective, the terminal aligns rail, marine, and inland operations in a way that supports balanced import and export flows—an essential factor in long‑term competitiveness.
Beyond operational efficiency, the new inland rail terminal delivers clear environmental and transportation benefits.
Once fully operational, the facility is expected to eliminate approximately 930,000 truck‑kilometres annually on southern Ontario highways. That reduction translates into an estimated 1,900 to 3,900 tonnes of CO₂e emissions avoided each year, while also easing congestion on key transportation corridors.
For businesses, this means lower transportation costs and more predictable routing. For communities, it means fewer trucks on roads and a more sustainable approach to goods movement.
“This approval represents the culmination of years of planning and investment at the Port of Hamilton,” Hamilton added. “It enables an inland import‑export operation that supports local businesses and consumers, reduces congestion, and delivers meaningful cost and emissions savings.”
Federal leaders highlighted the role inland facilities like Hamilton’s play in improving the flow of legitimate trade while maintaining security at the border.
“This new sufferance warehouse in Hamilton will allow the CBSA to improve the flow of goods coming into Canada and alleviate congestion at ports of entry,” said the Honourable Adam van Koeverden, Secretary of State (Sport), speaking on behalf of the Honourable Gary Anandasangaree, Minister of Public Safety. “We are committed to making trade work better for everyone—and that helps make Canada more prosperous.”
Looking ahead, HOPA Ports continues to advance additional container services within the Great Lakes system, further strengthening Canada’s inland trade network and supporting the long‑term competitiveness of Ontario’s industrial economy.
For Hamilton, the CBSA approval in principle represents more than a logistics milestone—it’s an economic one.
As global supply chains continue to evolve, Hamilton’s working waterfront is proving to be a strategic asset, not just for the region, but for Canada as a whole.
